The Office of National Drug Control Policy (ONDCP) administers and funds the High Intensity Drug Trafficking Area (HIDTA) program. The mission of the HIDTA Program is to disrupt the market for illegal drugs in the United States in support of the
National Drug Control Strategy by assisting federal, state, local, and tribal law enforcement entities participating in the HIDTA Program to dismantle and disrupt drug trafficking organizations, with particular emphasis on drug trafficking regions that have harmful effects on other parts of the United States.
The New England HIDTA program (NEHIDTA) is seeking qualified candidates for the position of Budget Analyst. This is a full-time grant-funded contract position contingent upon annual HIDTA program funding provided by ONDCP.
The NEHIDTA contract position will be based at the DEA Manchester District Office in Bedford, New Hampshire.
Responsibilities:
- Serve as the administrative liaison in support of the Southern New Hampshire and Southern Maine Task Forces, DEA, and the NEHIDTA
- Coordinate, prepare, and submit timely reports required by NEHIDTA, ONDCP, and the National HIDTA Program
- Develop and maintain an inventory of all equipment obtained with NEHIDTA funds
- Revise budget submissions and reprogramming requests to ensure integrity of NEHIDTA budget expenditures
- Attend all training regarding budgets, procedures, performance management process, etc., as required by the NEHIDTA
- Review budget proposals to ensure the submissions from the Southern New Hampshire and Southern Maine HIDTA Task Forces conform to the goals and standards of NEHIDTA, the National HIDTA Program, the Office of National Drug Control Policy (ONDCP), and the Town of Scarborough, ME Police Department.
- Operate computer databases and software necessary to fulfill the duties and responsibilities of the NEHIDTA.
- Provide administrative support services, to include records management, official mail control, postal management, forms management, record keeping, office supply management, etc.
- Manage fleet services funded by NEHIDTA, including timely maintenance, service, repairs, rental agreements, and documentation.
Requirements

- Exceptional ability to communicate with diverse audiences
- Demonstrated capacity to positively interact with various federal, state, local, and tribal stakeholders
- Proficient in Microsoft Office, specifically: Word, Excel, and PowerPoint
- Ability to work independently and exercise sound judgement absent explicit direction
- Proficient writing skills
Additional Requirements
- Must be United States citizen
- Must undergo an in-depth background investigation, be eligible for and maintain a national security clearance
- Bachelor Degree or equivalent experience
Contract Term & Compensation: One-year contract, $60,900 (subject to renewal)

Benefits: The selected candidate will be hired as an independent contractor and will not be eligible to receive benefits.
Background Check: Continuation of the contract is contingent upon the successful adjudication of a background investigation and national security clearance.
