The State of New Hampshire, Department of Transportation, Bureau of Aeronautics, has a full-time vacancy for Aviation Planner.
SUMMARY :
To perform planning functions needed to develop, maintain and keep current Airport Master Plans and State Systems Plans. Collects, compiles and analyzes economic and aviation data necessary to prepare reports and makes recommendations regarding airport development and upgrades based upon forecast demands. Conducts on-site investigation of aircraft accident/incidents necessitating possible exposure to hazardous conditions and inclement weather. Performs airport safety inspections.
YOUR EXPERIENCE COUNTS: Each additional year of approved formal education may be substituted for one year of required work experience and/or each additional year of approved work experience may be substituted for one year of required formal education.

MINIMUM QUALIFICATIONS:
Education/Experience: Bachelor's degree and 2 years of experience OR equivalent combination of 6 years of education and experience after completion of high school. Education and experience must be in planning, civil or aeronautical engineering, community development, law, business administration, or aerospace and aviation studies.
License/Certification: Valid driver’s license
Applicant may substitute commercial pilot certification for one year of total experience required.
Other Requirements: Applicant’s Motor Vehicle Record (MVR0 must meet the minimum standards established by the hiring agency.

PREFERRED QUALIFICATIONS:
Federal Aviation Administration Pilot’s License preferred.
Master’s degree from an accredited institute of higher education with a study related to planning, civil or aeronautical engineering.

When applicable, the work of an employee in trainee status in this position shall be overseen by a fully qualified individual. RESPONSIBILITIES :
Coordinates with Federal, State and Local Government Officials to determine current and future airport capacity needs based on forecast requirements.
Collects and analyzes current economic and aeronautical data to determine forecast of future aviation demands for long- and short-time frames.
Manages, consolidates, and coordinates state sponsored grant and assistance programs for eligible airports.
Receives, reviews, evaluates input from various government agencies and provides recommendations for the development of Master Plans.
Reviews, evaluates and coordinates projects as part of the Federal Aviation Administration State Block Grant Program and other federal and state funding programs as required.
Utilizes all available aeronautical and demographic data collected to plan, develop and maintain a current State Aviation Systems Planning document.
Participates in an advisory capacity in the planning of duly authorized regional planning agencies.
Performs on-site airport inspections, accident investigation and enforcement duties. Performs safety inspections and master record updates of all airports.
Makes recommendations to department administrators concerning the implementation of new procedures or operational changes.
Plans, prepares and submits the Disadvantage Business Enterprises (DBE) goals and accomplishments to the federal government and provides the necessary internal documentation to the Department’s Equal Employment Opportunity Coordinator.
Supports the airport operations as needed at the Alton Bay Airport (water and Ice runway).
Performs work in full conformance with all risk management, safety, and environmental standards, regulations, and administrative orders.
