General Summary
The Town of Sunapee is seeking a knowledgeable, professional, and community-oriented individual to serve as Code Compliance Officer. This position enforces zoning, land use, health, and sanitation codes and ordinances, and serves as the primary contact for zoning compliance issues. The role provides guidance and support to property owners, residents, businesses, and Town departments to ensure adherence to local and state regulations.
In addition, this position serves as the Town’s Health Officer under RSA 128, responsible for investigating and enforcing public health laws and working collaboratively with state agencies on health-related matters.
Key Responsibilities
- Zoning & Land Use Compliance: Review applications, conduct site visits, interpret ordinances, issue notices of violation, and enforce special zoning overlays (steep slopes, shoreline buffers, etc.).
- Zoning Board of Adjustment (ZBA) Support: Serve as staff liaison, prepare agendas and notices, attend meetings, and provide follow-up support.
- Complaint Investigation & Enforcement: Investigate zoning complaints, maintain documentation, communicate with property owners and complainants, and recommend corrective actions.
- Construction Monitoring & Permitting: Coordinate inspections, administer assigned permits, and track fees.
- Short-Term Rentals: Administer and enforce the Town’s short-term rental registration and inspection program, investigate unregistered rentals, and assist in ordinance development.
- Health Officer Duties: Enforce local and state public health regulations, conduct inspections, issue orders, and maintain certifications.
- Administration & Reporting: Maintain organized records, draft ordinance amendments, and provide routine enforcement updates.
- Other Duties: Serve as a positive representative of the Town and perform other assignments as needed.
Qualifications
- Associate’s degree in civil engineering technology, urban planning, public administration, environmental studies, construction management, or a related field; equivalent work experience considered.
- Five (5) years of related experience in zoning enforcement, land use planning, construction inspection, or municipal administration preferred.
- Knowledge of building codes and land use regulations; code enforcement or law enforcement experience desirable.
- Valid driver’s license required.
- Must obtain NH Health Officer certification through DHHS upon appointment if not already certified.
Knowledge, Skills, and Abilities
- Strong verbal and written communication skills with a focus on customer service and collaboration.
- Ability to read and interpret site plans, engineering drawings, and tax maps.
- Familiarity with legal procedures related to enforcement, due process, and right-of-entry.
- Strong organizational and multitasking abilities; able to work independently and meet deadlines.
- Proficiency with Microsoft Office, job-related software, and office equipment.
- Understanding of municipal recordkeeping and state retention requirements.
Physical Requirements & Work Environment
Work involves both office duties and field inspections in a variety of weather and site conditions. Must be able to lift up to 50 pounds, navigate uneven terrain, and work outdoors in inclement weather.

Pay: $62,504.00 - $68,993.00 per year
