Summary:
Administers agency objectives by authorizing and directing complex capital initiatives and engineering operations for New Hampshire Veterans Home. Programs within this Department include major and minor construction, non-recurring maintenance, energy, fleet consumption, clinical specific initiatives, and authorizing budgetary requests.

Minimum Qualifications:
Education/Experience:
Bachelor's degree and 9 years of experience OR equivalent combination of 13 years of education and experience after completion of high school. Education and experience must be in business administration, project management, safety science, engineering, operations/logistics, healthcare administration, or related field, including at least 4 years in a management level position involving administrative or supervisory duties.

PREFERRED QUALIFICATIONS:
Demonstrated ability and experience in public speaking and communications, the ability to work independently with self-sufficiency, initiative, effective time management, the ability to motivate and guide employees towards achieving goals and deadlines and clear and concise communication with employees regarding employment matters.
Responsibilities:
- Provides strategic, administrative, and operational leadership, in collaboration with the Commandant’s Senior Management Team, in operational services and functions to ensure the organization’s mission, vision, and strategic objectives are achieved. This includes full accountability for oversight of all operational controls, administrative administration and reporting procedures, and resource management. Reports directly to and acts on behalf of the Commandant as needed in times of absence to ensure continuity of operations.
- Directs and manages department-wide facilities physical plant maintenance, security and services, to include evaluating and authorizing procedures and functions to ensure that facilities, properties, and services meet safety standards, support our Veterans and staff, and operate 24/7 in a cost-effective manner with minimal interruption and proper adherence to the NH Division of Personnel Code of Administrative Rules, Collective Bargaining Agreement and Departmental Policies. Completes annual performance evaluations for direct reports.
- Ensures ongoing facility compliance with The Department of Veterans Affairs guidelines and Life Safety Codes as they pertain to the NH Veterans Home facilities operations. Assists in leading the VA Survey process of the facility’s physical plant and its compliance to fire, life & safety codes; writes corrective action plans and implements corrective measures.
- Plans, directs, and facilitates capital improvement projects with federal, state, and local officials, and professional architectural and engineering services to ensure that all requirements in the construction meet security and program needs. Authorizes deviations from initial plans and contracts as agency representative and gives final approval for project invoices. Consults with utilities, local officials, engineering firms and others concerning requests for major projects related to facilities road access, utility connections and installation, etc.
- Oversees managerial, supervisory, skilled trade, service, security, and administrative personnel, with responsibility for organizing and establishing policies and procedures, developing methods, flow of work and assigning duties as to ensure quality and quantity of work performed are at a high level of technical competence.
- Establishes best practices for workplace safety. Directs action to remedy all deficiencies, while maintaining safety of staff and persons under departmental control. Prepares schedule to ensure effective 24/7 security coverage for the Home.
- Advises the Commandant through periodic reports with detailed analyses and recommendations of proposed changes for consideration that include forecasting equipment and construction needs. Develops necessary requests for proposals and administers contracts for various facilities maintenance and service programs for the Department to provide services in a timely and cost-effective manner.
- Authorizes and implements policies related to maintenance, heating, lighting, food service, laundry service, warehousing, safety, sanitation, and hygiene to meet federal, state, local and ACA Standards for all department facilities.
- Reviews recommendations and provides input on contract proposals and confers with industry officials to develop contracts with public and private agencies.
