Overview
The Business Analyst will support the development and delivery of technical projects that improve the use of public health data to inform decision making. This role is aligned to the Workforce Acceleration Initiative (WAI). WAI is a federally funded CDC Foundation program with the goal of helping the nation’s public health agencies by providing them with the technology and data experts they need to accelerate their information system improvements.
Working within New Hampshire Department of Health and Human Services, Division of Public Health, the Business Analyst will serve as the primary liaison between public health programs and technical vendors for the DHHS Data Portal and EBI 2.0 initiatives. Responsibilities include eliciting and documenting business and functional requirements, facilitating technical discussions, and ensuring deliverables align with program objectives. The Business Analyst will lead quality assurance efforts by developing test cases, conducting user acceptance testing, and monitoring vendor performance. Additional duties include backlog management, identifying and resolving project gaps, troubleshooting system issues, and supporting integration of public health data systems into the EBI platform. The Business Analyst will collaborate with technical and non ‑technical teams to validate requirements, ensure accurate developer interpretation, support user training and change management, and drive alignment throughout system planning and implementation.
The Business Analyst will be hired by the CDC Foundation and assigned to the New Hampshire Department of Health and Human Services, Division of Public Health. This position is eligible for a fully remote work arrangement for U.S. based candidates.
Responsibilities
- Document business practices and workflows, identify opportunities for improvement, support process improvement, discover issues and deliver improved value, including documenting and aligning processes required for the migration of the NH Health Data Portal to the State‑managed Azure environment.
- Prioritize initiatives based on business needs and requirements, including prioritization activities for EBI 2.0 integration and other public‑health‑focused modernization efforts.
- Effectively communicating insights and plans to cross-functional team members and management, ensuring clear understanding of data portal migration milestones, governance needs, and dashboard interoperability improvements.
- Ensure solutions meet business needs and requirements. Monitor service level agreements, and verify seamless interoperability across Tableau dashboards for centralized access to public health datasets.
- Lead or participate in requirements gathering/JAD sessions; working closely with Project or Product Manager(s), developers, subject matter experts, vendors, and users, including sessions supporting Azure migration, enhanced visualization deployment, and data governance framework development.
- Define and document requirements and use cases and assure these are correctly understood by developers.
- Develop comprehensive test cases at the application and multi-application levels, incorporating validation for visualization deployment, access controls, and system behavior post‑migration.
- Work with user community, technical teams and vendors to meet implementation timeline, particularly for Health Data Portal migration and EBI 2.0 integration activities.
- Conduct and direct end-user testing responsibilities, including testing of new Tableau access controls and updated visualization deployment processes.
- May perform data quality assurance; troubleshooting application and/or interfaces as problems arise and report issues, including issues arising from cloud migration or dashboard interoperability.
- Facilitate business/functional requirement review, approval, and sign-off sessions, including reviews related to new governance standards and stewardship frameworks.
- Establish and support a robust data governance framework to enforce standards, stewardship, and compliance across platforms and programs.
- Up to 10% domestic travel may be required.
Qualifications
- Bachelor’s degree in a technical field such as computer science, computer engineering or related field required. MBA or other related advanced degree preferred.
- Minimum of 5 years of related experience in systems analysis with broad-based knowledge of business environments, preferably in software development, support, or maintenance, including at least three years of direct involvement in application or product lifecycle management.
- Broad-based knowledge of scientific business environments,
- Experience writing Use Cases to document requirements.
- Knowledge of data visualization tools (PowerBI Tableau, and Visio).
- Experience collaborating with a multi-disciplinary team to translate user and technical requirements, and lead the team through smooth and continuous delivery.
- Knowledge and experience with project management methodologies, principles and processes.
- Experienced in change management and risk management principles and processes to provide leadership in the development of strategic plans and change management initiatives and their roll-out.
- Experience using data to make decisions, gathering data insights by design to improve outcomes.
- Demonstrated experience developing and maintaining working relationships with internal and external partners and can effectively promote collaboration among differing viewpoints.
- Strong understanding of technical concepts and legacy systems.
- Knowledge of user experience design and user research principles and concepts.
- Ability to analyze functions and operations to create effective business and technical solutions, and ability to communicate effectively with professionals with scientific and technical backgrounds
- Ability to communicate and articulate problems and resolutions to technical and non-technical teams.
- Outstanding interpersonal and teamwork skills; and the ability to develop productive working relationships with colleagues and partners.
- Experience working in a virtual environment with remote partners and teams.
- Proficiency in Microsoft Office.
Job Highlights
- Location: Remote, must be based in the United States, Up to 10% domestic travel may be required.
- Salary Range: $76,500-$108,650 per year, plus benefits. Individual salary offers will be based on experience and qualifications unique to each candidate.
